64550 Apply neurostimulator

According to my plan BCBS FEP BASIC Option (I work and DO NOT have Medicare) I only expected to pay: $300 for the first stage (01/13/2020) and $300 for the second stage for a total of $600 in copays . However, I am supposed to know somehow that I was going to be charged almost $4000 for HCPCS CODE C1767??? My physician did not say anything about it not being fully covered by my insurance and so I guess I am supposed to have some magical wisdom to call my insurance company and give them a code that comes from somewhere that I know nothing about and then find out if I have to pay? All the other device codes were paid for. First bill had code C1778 this had no charges. This is a scam. Especially when the leads are paid for and the the stimulator isn't. Why give me leads and a programmer, if I can't afford a stimulator? Who does this to hard working people? I tried to appeal it but it was a nightmare and in this nightmare I had a eye injury and could not continue to fight a losing battle. I even had correspondence from Medtronic and they said the devices are bundled into the procedure? So why is this? This is why people hate the healthcare system. If I ever need a pacemaker to live, I'd rather die first then try to figure out what the device codes are and see which ones my insurance decides to pay for. I have all the info but can't send because I have to work 2 jobs to pay for a medical device I don't even want now.
